
Explanation of Grant Types
The first phase of competition for awards took place in 1989. To compete
for Space Grant designation, a state needed a balance program of research,
education, and public service that met three criteria:
- An average of $2 million of NASA-obligated aerospace research and development
for each of the 3 years prior to the competition (fiscal 1986-1988)
- At least three doctoral programs in aerospace fields
- A demonstrated involvement in aerospace-related public service
The second phase of competition occurred in 1990. States could compete in
one of two categories: Program Grants or Capability Enhancement Grants.
Program Grants were awarded to states with nationally competitive aerospace
research and education facilities. Capability Enhancement Grants were awarded
to develop research infrastructure and enhance the quality of aerospace
research and education.
