Evaluation of the Program
The NASA Headquarters Office of Human Resources undertook a
comprehensive, multifaceted evaluation of the 52 Space Grant consortia in
1994. Each consortium submitted a self-evaluation package and statistics
on their program achievements. A detailed record of consortium responsiveness
to requests for information from Headquarters completed the evaluation process.
Consortium statistics were submitted via the Space Grant Consortium Management
Information System (CMIS), a unique software program that collects and categorizes
data from all 52 consortia. The consortium self-evaluation included a comparison
of the original grant proposal with what had actually been accomplished.
The self-evaluation also projected future activity and demonstrated how
the consortium aligned its goals with those of the National Space Grant
program. Weighted scores were developed for each of the evaluation areas:
self-evaluations, CMIS data, and responsiveness. NASA will continue to evaluate
and work with the consortia to achieve the broad objectives of the national
program and to ensure that states are being served in a manner consistent
with the needs of their populations.
National Program Objectives
- Continues to strengthen the national network of colleges and universities
with interests and capabilities in aeronautics, astronautics, Earth systems,
space science and technology, and related fields
- Encourage cooperative programs and collaborations among colleges, universities,
business and industry, and Federal, state, and local governments
- Promote programs related to aeronautics, astronautics, Earth systems,
space science and technology, and related technology in the areas of research,
education, and public service
- Recruit and train U.S. citizens for careers in aeronautics, astronautics,
Earth systems, space science and technology, and related technology, placing
special emphasis on diversity by recruiting women, underrepresented minorities,
and persons with disabilities
- Support the national agenda to develop a strong science, mathematics,
and technology education base from elementary through university levels
