Investment and Leveraging
The NSGC&FP began with less than $1 million of NASA funds in 1989. NASA
funds have remained stable at $15 million since 1991, but the consortia
have leveraged matching funds, including in-kind contributions, to approximately
double the Space Grant awards.
Although total matching funds declined in 1994, it is important to note
that the bulk of the loss resulted from decreased Federal (other than NASA)
contributions. Non-NASA Federal matching funds fell over 50 percent from
1993 levels. Business and industrial contributions fell by 10 percent. In
contrast, total contributions from academic, state and local government,
and other nonprofit sources increased by 17 percent in 1994.
